Job Purpose Statement/s:

 

The Bilingual Family Liaison is assigned the responsibility of assisting the Limited English Proficient Students, bilingual students and migrant students and their families in accessing any and all appropriate educational and community services needed to meet their special needs in order to ensure attaining and maintaining students' academic success.

 

Qualifications

 

Education: 

 

  • High School diploma or equivalent; 72 quarter hours of accredited college or equivalent education or demonstrate through a formal state or local assessment, knowledge of the ability to assist in areas of Applied Math, Reading, and Writing, as appropriate. (Assessment is offered by the district).
  • Must hold a current recognized first aid card or be willing to obtain same if directed by the district under ORS 342.664 (2).

 

Licenses, Certifications, Bonding, and/or Testing Required:  Criminal Justice Fingerprint Clearance and employer drug and/or alcohol testing.

 

Experience Required: Prior job related experience paid or volunteer with school age children in an educational setting is preferred.

 

  • Knowledge of basic teaching methods and procedures.
  • Knowledge of effective student management techniques.
  • Ability to enjoy interaction with and effectively supervise students requiring use of both empathetic and disciplinarian approaches.
  • Ability to operate basic office and audio-visual equipment.
  • Ability to accurately perform alphabetizing, record-keeping and filing procedures.
  • Ability to abide by confidentiality rights of students and parents.
  • Ability to work independently with a minimum of supervision.
  • Ability to adapt to changing circumstances.
  • Ability to apply school district rules, regulations, policies and practices in a fair, consistent manner.

 

 

Essential Duties and Responsibilities

  • Develop a positive relationship with the migrant and English language learners (ELL) and families in the school district.
  • Assist the migrant and ELL children and their families to access any and all appropriate educational and community services needed to meet their special needs.
  • Provide academic assistance as needed for ELL students.
  • Inform parents through individual and group meetings of school programs and procedures including testing, graduation requirements, eligibility for scholarships, and extra-curricular activities.
  • Discuss higher education and career planning strategies with parents and students.
  • Inform parents of student progress.
  • Inform parents of their rights and responsibilities regarding school programs and procedures.
  • Translate school to home communication.
  • Translate at school conferences, registration and school events.
  • Assist at registration and in enrolling new students.
  • Attend in-service, workshops and conferences as assigned.
  • Make home visits as necessary.
  • Perform other duties as assigned.

Language Skills

  • Knowledge of English and designated foreign language. In both written and verbal form; use correct punctuation, grammar and spelling.
  • Ability to read and comprehend instructions given orally and/or in writing.
  • Ability to write simple correspondence.
  • Ability to effectively present information in one-on-one and small group situations to students, volunteers, coworkers or other employees.

 

Mathematical Skills:

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

 

Reasoning Ability:

 

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

 

Reading Ability:

 

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.

 

Workplace Expectations:

 

  • Work effectively with and respond to people from diverse cultures or backgrounds.
  • Demonstrate professionalism and appropriate judgment in behavior, speech and dress in a neat, clean and appropriate professional manner for the assignment and work setting.
  • Have regular and punctual attendance.
  • Confer regularly with other licensed staff and immediate supervisor.
  • Follow all District policies, work procedures and reasonable requests by proper authority.
  • Maintain the integrity of confidential information relating to a student, family, colleague or District patron.

Any offer of employment made by North Wasco County School District is contingent upon satisfactory results of: 

  1. Drug screening tests for any illegal drug or substance classified in Schedules I through V under the FederalControlled Substances Act, 21 U.S.C. 811 to 812. This includes, but is not limited to, marijuana, mind-altering substances or narcotic drugs such as hallucinogens, amphetamines, barbiturates, or any other illegal drug or controlled substance, except those federally recognized as legally prescribed by a physician and used as directed.
  2. Criminal history verification- a background check for any convictions directly related to the duties and responsibilities of the position. Unless otherwise required by law, only job-related convictions will be considered and will not automatically disqualify the applicant from employment.
